Panel Upgrade Cost in Visalia & Tulare County
A panel swap and a 200A service upgrade are different jobs, and the utility side often sets the calendar. This guide shows what changes the price in Visalia and Tulare County.

Panel replacement is not the same job as a service upgrade
"Panel upgrade" can mean two different jobs. A panel replacement swaps the can, the breakers, and often the outdoor meter-main at the same amperage. A service upgrade increases capacity, commonly from 100A to 200A. The second job can add new service conductors, a new meter socket, and a utility engineering review. Ask which one you are buying.
Panel swap only
Same amperage. Reason: rust, a full bus, a Federal Pacific or Zinsco interior, or an insurer request. Least utility work, still a permit and a meter pull.
100A to 200A service upgrade
New larger service. Reason: central air plus EV, heat pump, induction range, or solar. May need new service wire and a utility-approved meter-main.
Meter-main relocation
The new can cannot stay in the old hole: stucco wall, working-space conflict, or a utility spec. Cutting, patching, and longer circuit tails add labor.
Underground or trench work
If the underground service line is too small for 200A, the trench and conduit on your property are usually part of the job. Ask the utility what it supplies. Overhead mast work is a different path.
What actually moves the price
Every bid starts with a look at the site. These are the drivers.
- Service size. Staying at 100A or 125A is a smaller job than moving to 200A.
- Overhead vs underground. A short overhead mast is not the same as a too-small underground lateral.
- Panel location. An outdoor meter-main on an open wall is faster than a recessed can in stucco or a panel inside a finished garage.
- Grounding and bonding. Missing ground rods or water-pipe bonding have to be corrected on the same permit.
- Circuit condition. Short or damaged tails may need extending to land in the new can.
- Added work. A subpanel, whole-home surge, a range circuit, or an EV circuit is extra scope.
- The utility. SCE and PG&E each have equipment lists and an appointment you cannot skip.
- The permit. The City of Visalia and Tulare County RMA charge from their published fee schedules.
Permit fees come from the City of Visalia and Tulare County RMA published schedules. A same-size swap, a 100A to 200A upgrade, a meter-main relocation, and trench work are different jobs. You get a written estimate after a load calculation and a look at the equipment. Tap Get help now to start.
SCE, PG&E, Visalia, and Tulare County
Most of Visalia and Tulare County are on Southern California Edison (opens in a new tab). Lemoore and Fresno are on PG&E. Hanford is mixed. Read the bill. SCE handles panel and service upgrades through its Building, Renovation, and Project Planning process. On swap day the utility disconnects at the meter. After the inspector passes the work, the utility reconnects and seals the meter. That calendar is the utility's, not the electrician's.
Inside city limits, City of Visalia Building Safety (opens in a new tab) issues the electrical permit. Unincorporated county work goes through the Tulare County RMA Permit Center (opens in a new tab). Other cities issue their own. A few use the county. Panel replacement and service upgrades need a permit in all of them. We pull it and meet the inspector.
You can stay in the house. Power is off at the meter during the swap. Plan around the fridge, medical equipment, and well pump. We walk the labeling with you after reconnect.
Do I need 200A for AC, an EV, or solar?
Not always. A load calculation decides it. Central Valley air conditioning is the first line on that sheet. An EV charger, a heat pump, an induction range, and solar each add more. Some 100A homes can take a smaller charger or a load-management device instead of a bigger service. Solar has its own busbar math: the 120 percent rule. See main panel upgrade for solar and EV charger installation.
Questions people ask
How much does a panel upgrade cost in Visalia?
It depends on whether you need a same-size swap or a 100A to 200A service upgrade, on overhead vs underground service, and on the panel location. Permit fees come from the City of Visalia or Tulare County RMA schedule. Utility work is a separate calendar. We give a written price after a load calculation and a look at the equipment.
Do I need a 200 amp panel upgrade?
Not by default. 200A is common for an all-electric home with central AC and an EV. A load calculation can show that a 100A service still works with a lower charger setting or a load-management device. Solar may force a larger bus even when the house loads would fit 100A.
How long does SCE take for a service upgrade?
SCE sets the disconnect and reconnect appointment after the application is in. That schedule varies with workload, the type of request, and whether the service itself has to change. We file the paperwork and meet their crew.
Can I stay in the house during a panel upgrade?
Yes. You can stay. Power is off at the meter during the swap. Plan food, medical devices, and well water around that outage. After the inspector and the utility reconnect, we walk you through the new labels.
Who issues the permit in Visalia vs unincorporated Tulare County?
City of Visalia Building Safety issues permits inside city limits. Tulare County RMA issues them outside city limits. We pull the permit in either case. Other cities in the county have their own counters.
Is a meter base replacement part of a panel upgrade?
Often, on homes with a combined meter-main. The replacement has to be a utility-approved socket. A damaged or undersized meter base can be its own job, still with a utility disconnect and a permit.
